Private vs. Public (Government) Compliance With OSHA

The US Congress has enacted legislation that exempts itself and the US Government from compliance with OSHA Regulations. This has been the "law of the land" since 1970. Twenty Two of the states of the USA have state OSHA plans and under state OSHA plans, the Federal Government requires state and local governments to comply with Federal OSHA regulations. Congress exempts itself from OSHA compliance. With more than 30,000 Legislative Branch employees and more than 17 million square feet of workplace exposures, why does the Federal Government require private sector employers to comply with Occupational Safety and Health Regulations and not Federal Employment?
